I really don't think one has anything to do with the other. You didn't say whether your sisters' partner has been diagnosed with any type of mental illness, or if the person is on methadone for opiate addiction or relief from chronic pain. That's nice that you seem to be concerned about your sister, but I don't think one has any effect on the other.
